Labour mobility within the EU in the context of enlargement

In this study, carried out by the European Integration Consortium, we examine the impact of transitional arrangements for the free movement of workers on the sending and receiving countries. In particular we focus on:

  • the increase of migration from the NMS and diversion effects of migration flows
  • the impact of migration on EU GDP growth, unemployment and wages in the short and long run
  • the impact of migration on different skill groups
  • the skill composition of the migrant workforce
  • the access to welfare benefits by migrants
  • forecasts on the increase of foreign population in EU15 from both NMS-8 and NMS-2

The study also includes several country studies on the following Member States: Austria, Bulgaria, Croatia, Denmark, France, Germany, Hungary, Ireland, Italy, Latvia, Poland, Romania, Spain, Sweden, United Kingdom.

This study was carried for the Employment, Social Affairs and Equal Opportunities Directorate General of the European Commission (contract VC/2007/0293).

The European Integration Consortium comprises of the Institute for Employment Research (IAB) in Nuremberg, the Centre for Migration Research (CMR) at the University of Warsaw, the Fondazione Rodolfo DeBenedetti (fRDB) at the Bocconi University in Milan, the Leverhulme Centre for Research in Globalisation and Economic Policy (GEP) at the University of Nottingham, the Austrian Institute for Economic Research (WIFO) and the Vienna Institute for International Economic Studies (wiiw).
