Beyond Dual Labor Markets. The Time of Legislation

The dualism is a phenomenon characterizing the European labor market. The recent crisis has had a special role in accelerating this dynamic which mainly penalizes the generation of youngest workers, excluding them from social protection and reducing their access to on-the-job training.

Fondazione Ing. Rodolfo Debenedetti has organized this event in order to describe the actual situation in Europe, and to discuss the law proposals that aim to go beyond dual labor markets in Germany, France, Spain and Italy. The speakers were Tito Boeri (Fondazione RDB and Università Bocconi), Herbert Bruecker (Institute for Employment Research-IAB), Pierre Cahuc (Ecole Polytechnique), Samuel Bentolila (CEMFI), Pietro Garibaldi (Fondazione RDB and Collegio Carlo Alberto).

A roundtable with Tiziano Treu (Italian Senate), Paolo Reboani (Ministero del Lavoro e delle Politiche Sociali), Simona Genovese (Legislative Office, Italian Senate), Matteo Governatori (European Commission, DG Employment) and chaired by Marco Leonardi (Università degli Studi di Milano) concluded the workshop.
