4th Homeless Census in Milan

Objectives and organisation
The 'racCONTAMI2023' initiative is a census of homeless people in Milan. It was carried out on the night of June 12th 2023. The project is promoted by the Municipality of Milan through a service agreement to the Fondazione Ing. Rodolfo Debenedetti.
The project was implemented also with the collaboration of LEAP-Bocconi (Laboratory for Effective Anti-Poverty Policies) and numerous organizations of the city's network that provide services for homeless people and aid the fight against poverty and marginality.
The initiative involves a large-scale mobilization, aimed at collecting the number of homeless people at a given time of the year to provide a reliable snapshot of the homelessness phenomenon in the city. This initiative allows to better understand the characteristics and needs of homeless people, and the dynamics that lead to marginality and extreme poverty.
The 2023 census is the fourth one, following those of 2018, 2013 and 2008. Differently from previous editions, this new initiative includes both a summer and a winter census (in June 2023 and February 2024 respectivelly).
The project is funded by the Programma Operativo Complementare Inclusione (POC) 2014 – 2020.
The summer census took place on the following days:
- Monday June 12th 2023. At nighttime, teams of minimum 3 volunteers moved within assigned areas of the city counting and interviewing homeless people. The city areas were mainly be covered on foot, but in some cases personal means of transportation (bicycle, car) were needed. The activity took place approximately between 8 p.m. and 1 a.m. The teams of volunteers were engaged for an average of 2 hours and 45 minutes.
- From Tuesday June 13th to Friday June 16th 2023. Groups of volunteers carried out interviews with homeless people hosted in night shelters. The interviews mainly took place in the evening hours.

The research team will produce a final report in the spring of 2024, which will include the results of both the summer (June 2o23) and winter (scheduled for February 2024) data collections.
How to participate
The initiative involves the entire area of the municipality of Milan and requires the massive mobilization of volunteers and associations active in the area: on the days of the June 2023 data collection we mobilized about 800 volunteers (including 625 on the night of June 12 alone)!
Registration usually opens about 1 and a 1/2 months before the week of the survey.
Volunteers are required to attend a two-hour training session in the weeks leading up to the survey. At the training, organizers present all the details of the initiative.
In May-June 2023, 11 training sessions have been repeated at different times and locations to facilitate volunteer participation.
