“Border Enforcement and Refugees in Europe”

Discussion by:
Marco Minniti (Camera dei Deputati)

Tito Boeri (Università Bocconi  and  fRDB) interviews Rainer Munz (Adviser on Migration and Demography to the European Political Strategy Centre)

Economists Francesco Fasani and Tommaso Frattini will present a study on the effects of border enforcement policies at the external EU borders on undocumented migration flows.
Starting from the marked increase in the number of immigrants and asylum seekers arrived in Europe in recent years and the large variation over time of the route of entry, Fasani and Frattini will present a threefold analysis. First, they will describe the relationship between route of entry, intensity of enforcement operations and political cycle at both the EU and national level. Second, they will focus on the effect of changes in border enforcement on the size and composition of migration flows, underlining the differences between sea routes and land routes. Lastly, they will discuss the effects of outsourcing border controls to transit countries, with evidence from both the deal between EU and Turkey and the collaboration between Italian government and Libyan authorities.
